Can a mixed Steklov–Neumann problem be isospectral to a pure Steklov problem?

Submit a result

In a mixed Steklov–Neumann problem on a connected compact Riemannian manifold with boundary, a harmonic function satisfies the Steklov condition $\partial_\nu u = \sigma u$ on a nonempty part of the boundary and the Neumann condition $\partial_\nu u = 0$ on the rest, also nonempty. The Steklov problem on an orbifold whose only singularities are reflectors is such a mixed problem on the underlying manifold, with the Neumann condition on the reflectors. Whether the Steklov spectrum of a two-dimensional orbifold detects reflectors that do not meet its boundary is a special case of the question below.

Problem. Can a mixed Steklov–Neumann problem on a connected compact Riemannian manifold $\Omega_1$ and the Steklov problem on a connected compact Riemannian manifold $\Omega_2$ have the same spectrum?
